Title:
  When no security group is associated with a VM (port), all security
  groups looks associated in instance security group edit form

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  This was quickly validated with horizon in havana 3 deployment
  (Neutron is enabled)

  How to reproduce:

  1. create one  more security group apart from default one
  2. if an instance is already not running. launch it with the default security group
  3. go to instance list page, edit the instance remove the default security group association and save
  4. again go to edit instance , instead of seeing no security group relation, you will see all the available security groups listed in the associated list(which is definitely not an intended behavior)

  However swapping one security group with another on the fly succeeds.

  Expected result:

  As of grizzly there was an ability to remove all the security groups
  associated from an instance, either that behavior needs to be
  preserved or the user shouldnt be able to remove the last available
  security group associated to an instance.
