  unable to open instance vnc from network view

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Opening a vnc console is not possible from the network view, but
  possible from instances view.

  On Fedora and RDO, we have the dashboard accessible under /dashboard, thus the network view is accessible under
  http://192.168.100.254/dashboard/project/network_topology/

  Trying to open a console, links to 
  http://192.168.100.254/project/instances/33d0fcfa-8878-4ea8-8908-3f85f0499f30/vnc

  whereas the same console opens from project tab, because the link
  there is

  http://192.168.100.254/dashboard/project/instances/33d0fcfa-8878-4ea8-8908-3f85f0499f30/vnc
