  Database Instance create assumes volume support

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  volume support is optional in trove, the Create Instance panel always
  sets a value and thus does not work for installations where volume
  support is not enabled.  Returns "Error: Volume support is not
  enabled. (HTTP 501)"
