  Can't update neutron subnet

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When I trying to update subnet, I got this error even if I didn't
  change gateway ip.

  Error: Failed to update subnet "20.0.0.0/24": Current gateway ip
  20.0.0.1 already in use by port 2efb5f44-44e5-441f-b3dc-f12217c577a3.
  Unable to update.

  In havana, gateway ip is prohibited to update when it is used by port.
  so horizon shouldn't send gateway ip if it is not updated.
