  VPNaaS: cross-resource links brings better navigation

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  In VPNaaS, several resources (VPN service, IPSec site connection, IPSec policy, IKE policy) are related to each other.
  Resource UUIDs without a link is hard to track. Creating a cross-resource link brings better navigation.
