  Improve messaging when clicking links on timedout session

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When the session timedout, clicking links on the panel displays "An
  error occured. Please try again.".

  Clicking the link multiple times would not help. we should provide a
  better messaging or redirect the user to the login page.
