Bug description:
In a form of launching an instance, when no image is specified, we got
an error message (Screenshot is http://i.imgur.com/aSfbKUR.png here)
"There are no image sources available; you must first create an
image before attempting to launch an instance."
If no images are registered the message is true, but I think this
error occurs when a user forget to select an image.
If there is no image registered in glance, no menu is displayed.
A user can easily to know this from this and I don't think the current message is confusing.
The same thing applies to "snapshot image".
