  run_tests.sh --makemessages do not need to update PO files of all
  languages

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  ./run_tests.sh --makemessages updates PO files of all languages, but
  actually what we need to update is the PO files in English (source
  language of the translations). For other languages, the PO files
  should be updated by importing the translations from Transifex.
