  Fix Released

Bug description:
  Commit 6e8737c3aa52889394e843272f3a7e5a3a5935c1 added a quota_reserve
  call to compute manager that in turn hits the db directly.

  The proposed change to use quota objects at
  https://review.openstack.org/#/c/39988/ would have solved this, but
  since the quota object itself did not make the feature freeze, this
  should be solved the old way using a conductor proxy call.
