Title:
  VMware Driver reports SwitchNotFound when network already exists

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  We encounter SwitchNotFoundForNetworkAdapter exception even when the
  network (port group) specified in flat_network_bridge exists with the
  vCenter host.

  The driver should only check for the existence of the switch if the
  network is not found and it needs to create the port group on the
  host.
