Title:
vsphere: Instance with volume attachment stuck with DELETING status

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  compute driver: VMwareVCDriver
  volume driver: VMwareVcVmdkDriver

When deleting an instance that has a volume attached, the instance is
deleted in the vCenter inventory but remains in DELETING state in nova
indefinitely. At this time, the volume is still reported as IN-USE and
  attached to the instance.

  Steps to reproduce:
  (using Horizon)
  1. create an instance
  2. create a volume
  3. attach volume to instance
  4. delete the instance

  Expected:
  1. Instance is deleted and does not show up in the list of instances
  2. Volume is detached with status AVAILABLE

  Actual result:
  1. Instance is deleted but shows up in instance list with status DELETING
  2. Volume still attached to instance and IN-USE
