Title:
  Cisco plugin should check for switch - vlan bindings

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The Cisco plugin currently doesn't check for a switch - vlan binding
  before trying to recreate it when a create_port is invoked. This leads
  to failures in cases where an SVI interface has been created before
  starting instances via neutron router - subnet associations.

  The plugin needs to be modified in create_network to check if there is
  already a switch - vlan binding and only trunk the vlan if there is
  already one otherwise create_and_trunk.
