  ml2_conf.ini miss a section for VXLAN

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  1) First issue: [ml2_type_vxlan] section is missing in ml2_conf.ini configuration file.
  cfg.CONF.register_opts(vxlan_opts, "ml2_type_vxlan")

  2) Second issue: vxlan_group flag should not be in [ml2] section, but
  in [ml2_type_vxlan] which is not present (first issue).

  3) Third issue: vni_ranges flag is missing, and need to be in
  [ml2_type_vxlan] section.
