  BigSwitch plugin: missing keyword in router rules

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  In this BigSwitch plugin router rules support, the plugin only accepts
  the 'any' keyword. However, it should accept both the 'external'
  keyword as well, which looks the same to neutron (0.0.0.0/0) but has a
  different meaning on the backend controller.
