Bug description:
In Havana time, in the execute method of processutils the condition
(os.geteuid() != 0) was added in line 130
if run_as_root and os.geteuid() != 0:
if not root_helper:
raise NoRootWrapSpecified(
message=('Command requested root, but did not specify a root '
'helper.'))
cmd = shlex.split(root_helper) + list(cmd)
That provokes the next error in Windows:

This should be removed in order to this code be used in nova and
cinder windows-based drivers
