  Cisco plugin portbinding extension support

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The Cisco plugin needs to support the portbinding extension to deduce
  the host a VM is instantiated on. It's currently relying on
  nova/keystone interactions to do the same.
