[Bug 1234181] Re: stable/grizzly patches are failing jenkins in check-tempest-devstack-vm-neutron
This is dying somewhere in the middle of a devstack setup while running
commands via the quantumclient compat wrapper, and is only affecting
stable as far as we've seen, so I'm pretty confident the issue is not on
the infrastructure itself. Probably quantumclient, neutron or at worst
devstack... so marking this invalid for the openstack-ci project.

Bug description:
The stable/grizzly patches were blocked on bug 1233264 and the fix for
that was merged last night:

I've rechecked a few stable/grizzly patches and they've all failed in
the check-tempest-devstack-vm-neutron job, but with no obvious errors
or failures in the logs - they all seem to exit prematurely while
setting up quantum networking though.
