Title:
  Set cert and key in config when listen_ssl is set

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  The horizon class has a listen_ssl parameter which configures Apache
  to listen on port 443 but it doesn't actually enable SSL.

  At a minimum it should also set SSLEngine on and SSLCertificateFile
  and SSLCertificateKeyFile.
