[Bug 1234331] Re: cloud-init should respect /etc/growroot-disabled

* DatasourceSmartOS: allow availabiltity-zone to be fed from the
datasource via 'region' (which allows 'mirrors' and other things
to make use of it).

Bug description:
cloud-init should respect /etc/growroot-disabled so a user has one
file to touch in order to disable the expansion of the partition if
they so wish.
