Title:
  [horizon] Inaccurate error message when adding secgroup rule with
  wrong ip protocol number

Status in OpenStack Dashboard (Horizon):
  New

Bug description:
  Version
  =======
  Havana on RHEL
  python-django-horizon-2013.2-0.13b3.el6ost
  openstack-neutron-2013.2-0.3.3.b3.el6ost

  Description
  ===========
  The error message apprears when an invalid ip protocol number is entered in the security group rule's Add Rule dialog ("IP Protocol" box) should print the entered value and not its type.

  The current error message, appears when I enter the value "700":
  <type 'int'> is not a valid ip protocol number

  The expected error message:
  700 is not a valid ip protocol number

  Note that the validation is probably done in the gui because I can't find an exception in the logs for this operation.
