    Fix l2 pop doesn't propagate ip address updates
    
    Propagates ip address changes when an ip address is :
    added, removed, or changed.
    Add a new rpc call for the updates of forwarding informations.

Bug description:
  l2 population mechanism driver must also propagate ip's updates when
  there is an update_port. Updates which should be addressed  :

  - the ip address of a port has changed
  - an ip address has been added
  - an ip address has been removed
