Update operation is not allowed for PENDING_* firewall.
The problem in Delete operation was fixed in RC1. (bug 1223478)

  Description

  I've tried to delete a firewal, the firewall changed to "PENDING_DELETE" status and remained in this status forever, it's impossible to delete or update it.
  I haven't documented my steps before trying to delete the firewall, but now the firewall, its associated policy and the rules under the policy can not be updated/deleted also.

  I'd expect a kind of rollback for the firewall deletion operation or
  even a mitigation of my environment status by letting other operation
  occur while the firewall is PENDING_DELETE.
