  Running unit tests and neutron/plugins/ml2/managers.py require an egg

Status in OpenStack Neutron (virtual network service):
  Opinion

Bug description:
  An egg distribution is being required to run the unit tests. This
  requires that setup.py be ran before the unit tests will pass.

  Specefically, this is required by
  neutron/plugins/ml2/managers.py:MechanismManager which extends from
  stevedore.named.NamedExtensionManager which has a dependency on
  pkg_resources. Which searches the python system path for named enry
  points.
