Title:
  CONF.default_flavor is only used in the EC2 API but defined in
  nova/compute/flavors.py

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The Nova API requires a flavor, but the EC2 API does not, it uses
  flavors.get_flavor_by_name, which returns the default flavor is none
  is specified.

  def get_flavor_by_name(name, ctxt=None):
      """Retrieves single flavor by name."""
      if name is None:
          return get_default_flavor()

  Since this config option is only used in the EC2 API it should be defined in the EC2 API along with a better help message.
