Title:
  Error in Dashboard: "No users found." when I try to Update the Project
  Users List

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When I try to update the User List of a Project in the OpenStack
  Dashboard (horizon) I get the two following Errors:

   "No users found."
  "No users."

  This is the action I´m doing:

  Admin -> Projects -> demo -> Modify Users

  If I put a User Name on the "All Users" or "Project Members"
  Magnifying Glasses and click on, the User List is empty.

  Same happens when I try to create a new Project by executing:

  Admin -> Projects -> Create Project
