Title:
  Can not allocate port for instance when 'nova boot'

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  1. Create a subnet with '--allocation-pool start=10.1.12.70,end=10.1.12.71'
  2. Create 2 instances, use up all the IPs. 
  3. Delete all the instances and neutron port-list shows all no port left
  4. 'Nova boot' a new instance, but I got an error in neutron-server.log
  IpAddressGenerationFailure: NT-3DF42AD No more IP addresses available on network b4da9096-93f9-4db0-8176-176576127533

  It seems neutron can not recycle the IPs  in step 3.
