Bug description:
  From bug 1212256,

  Same problem seems to exist with the Floating IP tab in the Access and
  Security panel. It is showing all floating IP addresses assigned to
  any tenant when the user has the admin role assigned to it.

  This can be fixed by updating api/neutron.py FlaotingIPManager
