Title:
  VPNaaS dpd action cannot be set to anything other than default, if
  set, gets an itnernal server error

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  VPN as a Service configuration.

  When we configure the "ipsec-site-connection-create" and if try to add
  a "dpd" dictionary with "actions" other than "hold", it gives an
  internal server error.

  For example:

  neutron ipsec-site-connection-create --name mysiteconnection --peer-
  address 10.20.10.30 --peer-id 10.20.10.30 --peer-cidr 192.168.2.0/24
  --psk 'abcd' --vpnservice-id "myvpnservice' --ikepolicy-id
  'myikepolicy' --ipsecpolicy-id 'myipsecpolicy' --dpd type=dict
  actions=hold,interval=20,timeout=120

  Fatal internal Server Error.
