That behavior was intended: in case of misconfiguration the server needs to stop loading and notify about the error.
Also, we can't just skip duplicate because we don't know which one is correct.

  Duplicate providers in neutron.conf causes neutron-server to stop
  working

  Invalid

Bug description:
  Having duplicate service_providers in neutron.conf causes neutron-
  server to stop working. This can be a problem when more than one
  config file is passed to neutron-server. It seems logical to not
  specify the same service_provider in two different config files (or in
  the same one), but in the case that it does happen, neutron should log
  a warning and ignore duplicates.
