I tested with the latest havana release. It works fine. I looked at the
source code and I found that those check code have been removed. So we
should change the status to 'fix released'.

  Live migration of instances w/o associated network adapters fails

  FixedIpNotFoundForInstance: Instance 261790d2-b3b1-48ca-
  ba45-b2cc487901aa has zero fixed ips.
