Agree with morgan- you could address this on the client side, but
there's no way to handle this on the service side without tracking
session state in keystone.

  Assigned role gets deleted without warning

Status in OpenStack Identity (Keystone):
  Won't Fix

Bug description:
  If a role is currently assigned to a user and/or a tenant, then any
  attempt to delete the role should give some sort of a warning. If the
  role deletion is still desired, then maybe the user should be able to
  force the deletion with an additional option.
