  Tempest tests sometimes get: [Fail] Couldn't ping server

Status in OpenStack Neutron (virtual network service):

Status in OpenStack Compute (Nova):

Bug description:
  When I have seen this, usually both volumes and floating_ips tests
  fail at the same time.

  Looks like the instance is actually active, but network connectivity
  is somehow is missing.

  Not sure it this is the same as bug 1101142.
