  Swift returning errors when setup using devstack

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid
Status in OpenStack Object Storage (Swift):
  Invalid

Bug description:
  Seen in the gate.

  If Swift returns an error code, glance doesn't know how to recover and
  try again.

  Furthermore this is an issue with our swift configuration in the gate,
  something is misconfigured and it is returning error codes too often.
