Title:
  Floating IP list for admin user shows all tenant IP's instead of
  project-specific IP's

Status in OpenStack Dashboard (Horizon):
  Incomplete

Bug description:
  If a user is an 'admin' user, then the Floating IP list shows the
  floating IP's from all projects instead of only the current project.
  The quota count also takes into account all project IP's instead of
  only the current project.

  Ideally the floating IP list in the project view should only show the
  Floating IP's for the current project. There should be a separate view
  in the syspanel dashboard to show all the public IP assignments.
