  The code of limits middleware between v2 and v3 api

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  There are double copies for limits middleware. In
  'nova.api.openstack.compute.limits' and
  'nova.api.openstack.compute.plugins.v3.limits'

  For v2 and v3, but there isn't any different between them, and they
  will run different instance of limit middleware. So we can share same
  code for them.
