Title:
  Midonet creates DHCP data even when DHCP is disabled

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  When the user creates a subnet, there is an option to disable DHCP.
  However, the Midonet plugin currently ignores this option and creates
  DHCP information for each subnet created.
