  ensure policy check exception is logged during get operations

Status in OpenStack Neutron (virtual network service):

Bug description:
  If a policy check fails, Neutron returns 404. As pointed out in:

  https://github.com/openstack/neutron/blob/master/neutron/api/v2/base.py#L427

  I think this is acceptable, but logging the underlying error would be
  nice as it gives us clue as to why the resource _was not found_.
