  lxml requirement is unused

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  requirements.txt currently has lxml listed as a requirement. Glance
  does not make use of lxml (or xml in general) so this should be
  removed. It is also a burden when installing requirements on a system
  with limited memory since compiling lxml takes a significant amount.
