  Add option to disable instance admin password fields

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Not many hypervisors support setting a server admin password via Nova.
  There should be a way to disable the related UI fields to avoid
  confusing users when the feature doesn't work.
