  Switch configuration group names to lowercase

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  Most openstack projects use lowercase for configuration group names,
  while this project differs.

  Oslo is now adding a facility for making configuration group names
  case-insensitive; this should allow backward compatibility between
  grizzly and havana.
