Title:
  MidonetInterfaceDriver does not use mm-ctl to bind ports

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  MidonetInterfaceDriver should use the mm-ctl script to bind ports.
  Currently it uses Midonet API calls. This bug is to change
  MidonetInterfaceDriver to correctly use the mm-ctl script.
