  idle_timeout config option has no effect

Status in OpenStack Identity (Keystone):
  Invalid

Bug description:
  The idle_timeout option in the [sql] section of the Keystone config
  option is unused. Setting it has no effect.

  I think it should just be removed for now because we have a plan to
  switch to the oslo-incubator's db code anyways.
