Bug description:
  Steps to reproduce issue:
  1. Set the Nova notification_driver (to say log_notifier) and monitor the notifications.
  2. Delete an instance which does not have a host associated with it.
  3. Check if any notifications are generated for the instance deletion.

  Expected Result:
  'delete.start' and 'delete.end' notifications should be generated for the instance being deleted.

  Actual Result:
  There are no 'delete' notifications being generated in this scenario.
