I found that selecting these values in the Add Rule form means "any
protocol" -
Rule: Other Protocol
IP Protocol: -1
** Changed in: horizon
Status: New => Invalid

Bug description:
Security Group - no ability to select IP Protocol = Any
As a workaround, I could create a rule: "ALL TCP" + "ALL UDP" + "ALL
ICMP". But that's very cumbersome and also will create more security
rules.
