Limiting scope to cloud-archive; raring actually has a sufficiently
recent version of openvswitch to not have this issue.

Bug description:
  In Grizzly, the version of OVS is lower than 1.9.0. As a result, tunnel path MTU
  discovery default value is set to 'enabled'. But internet-wide path MTU discovery
  rarely works, we need to add a configuration option to disable tunnel path MTU
  Discovery.

  Tunnel Path MTU Discovery default value was set to 'disabled' in OVS 1.9.0.
  Both inheritance of the Don't Fragment bit in IP tunnels (df_inherit) and path
  MTU discovery are no longer supported in OVS 1.10.0. So Linux distributions
  that ship with OVS >= 1.9.0 for Havana have no such issue.
