Realistically the fact that your qpid crashes on powerpc means that I
think you have much deeper issues with your environment. This might be a
neutron bug, but it doesn't seem like there is enough info for that team
to dive into it.

  Tempest Running hang on case
  test_load_balancer.LoadBalancerXML.test_create_update_delete_pool_vip

Bug description:
  When we run the tempest test bucket against our Openstack env on ppc64, sometimes it will hang on case tempest.api.network.test_load_balancer.LoadBalancerXML.test_create_update_delete_pool_vip for a long time.
  We have to restart qpidd  and neutron services, than the env will back to normal. 
  Note that the issue doesn't happen every time, but we met it several times.
