  The "Connection Limit" argument in the Add VIP dialog should not be mandatory.

  Here is the cli command tha performs the same:

  $ neutron lb-vip-create

                               [--variable VARIABLE] [--prefix PREFIX]
                               [--request-format {json,xml}]
                               [--tenant-id TENANT_ID] [--address ADDRESS]

                               [--description DESCRIPTION] --name NAME
