  instance start completed with qemu: could not load PC BIOS 'bios.bin'
  after update

Status in “qemu” package in Ubuntu:
  New

Bug description:
  After Openstack update from  Grizzy to Havana could not start new
  instance.

  cat /var/log/libvirt/qemu/instance-0000002b.log
  char device redirected to /dev/pts/1
  qemu: could not load PC BIOS 'bios.bin'
  2013-11-12 19:44:43.468+0000: shutting down

  As workaround I have installed seabios package and copy files
  cp /usr/share/seabios/*bin /usr/share/qemu-kvm/
  Single bios.bin file is not enough because after VNC connection instance failed.
