  _check_if_folder_file_exists only checks for metadata file

Bug description:
  I am not sure how this happened but i was able to get into a situation
  where the vmware_base directory only had the meta-data file and not
  the image file.  I had to ssh into my ESXi box and delete the file
  manually to continue.

  We should probably make _check_if_folder_file_exists more robust and
  at least check for both the meta-data file and the data file.  Even
  better would be check file size/checksum to ensure the file is viable.
