  List server by host does not work

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  1. Create a server under host A.
  2. Test rest api /v2/{tenantID}/servers?host=nonexisted_host.
  3. Host A will be listed out even we set host=nonexisted_host. It turns out that host param does not work at all.
